Pakistan’s New “Sovereign” Data Center: How China’s ZTE Is Quietly Capturing the Country’s Digital Nervous System

Karakoram-01 was inaugurated with great fanfare. The real power, however, sits with a Chinese vendor bound by Beijing’s intelligence laws.

On 24 July 2026, Pakistan launched its first purpose-built data center for state-level critical data. The technology and core infrastructure were supplied by China’s ZTE. This is not digital sovereignty — it is strategic dependency presented as national achievement.

The facility, called Karakoram-01 and operated by Sky47 (majority-owned by Mari Energies under the military-linked Fauji Foundation), sits near army headquarters in Rawalpindi. It has 8.5 MW of AI-ready capacity and carries the official label of a “sovereign cloud.”

Prime Minister Shehbaz Sharif and Field Marshal Asim Munir attended the inauguration. Federal agencies have been directed to migrate critical data onto the platform. On the surface, this looks like progress. In reality, the hardware, cooling systems, power modules, and significant parts of the technology stack come from ZTE.

Key distinction: Data residency only asks where the servers are located. Digital sovereignty asks who controls the encryption keys, the firmware, the update chain, the ability to replace the vendor, and whether the operator is free from foreign legal compulsion. Karakoram-01 satisfies the first requirement and fails the second.

ZTE’s Record and China’s Legal Reality

ZTE previously paid a record $1.19 billion in U.S. penalties for systematically shipping American technology to Iran and North Korea using shell companies and false statements. It has also supplied surveillance systems used by authoritarian governments.

More important than past fines is current Chinese law. Article 7 of the 2017 National Intelligence Law requires all organizations and citizens to support, assist, and cooperate with national intelligence work. That obligation does not stop at China’s borders.

Conclusion

Pakistan needs modern data centers and AI capacity. Those needs are real. Meeting them by embedding a Chinese state-linked vendor at the core of the national critical-data layer is not a solution — it is a transfer of leverage.

Military participation and “sovereign cloud” branding do not erase the structural problem. They simply raise the cost of any future exit. Once the data is inside and institutional dependence is locked in, the power relationship becomes extremely difficult to reverse.

True digital sovereignty is measured by control, not by the flag flying over the building. On that measure, Karakoram-01 is a step backward presented as a leap forward.
